With the passing of the Clean Air Act of 1990, the EPA requires anyone that handles refrigerants to be certified. Terra is the proctoring agent authorized by the Environmental Protection Agency through the Air Conditioning Contractors of America. Types I, II, III and Universal are tested. Grading and dissemination of test results is done at Ferris State University in Michigan. Ferris is the agency responsible for development of the examinations.
