Student Conduct

Any member of Terra State Community College may report a violation of policy by going to https://terra.edu/reportaconcern and submitting the appropriate report form. 

The Student Code of Conduct is contained in the college catalog and outlines policies and hearing procedures in detail. It can be found by going to https://terra.edu/codeofconduct. It is advised that students read the code before starting school and review the code before a conduct hearing.

Students have the right to:

1. A written notice of the alleged violations,
2. A hearing to present evidence,
3. An advisor of the student's choosing,
4. Access to review case files and evidence,
5. A written notice of the hearing outcome and sanctions, and
6. The right to appeal

Yes. The Student Code of Conduct allows a student to bring one advisor of their choosing with them to their hearing. The advisor may advise the student, but may not participate in the hearing.

No. The student conduct process at Terra State Community College is an administrative process and is separate from the criminal or civil court system. Students are not required to hire an attorney to participate in the student conduct process.

Students may choose to be accompanied by an advisor of their choice, including an attorney, during meetings or hearings. The advisor's role is to provide guidance and support to the student. Unless otherwise required by law or College policy, advisors may not speak on the student's behalf, present the student's case, or actively participate in the hearing. Students are expected to speak for themselves and are responsible for presenting their own information and responding to questions.

Yes. This means we can only discuss the matter with you. All other individuals, including parents and guardians, must have a FERPA Release for us to discuss your record with them. However, FERPA does grant the college permission to notify parents when a student has been found responsible of certain alcohol or drug violations.

Notification by Email - Notification of an alleged violation, hearing meeting, or outcome will be sent by Terra State email and will come from an @maxient.com email address. Do not mark these emails as spam.

Avoiding a hearing will not make the matter go away. If you cannot make a hearing due to a schedule conflict, call and reschedule at 419-559-2345.

If you ignore a hearing notification and miss your meeting, we will make a second attempt to schedule you. If you miss the second meeting, there are several possible outcomes. First, a decision may be made in your absence (Decision in Absentia) using the report and evidence on hand. Second, a Conduct Hold that prevents registration may be applied to your account until the matter is addressed.

You may appeal in two instances. First, if a decision is made in your absence (Decision in Absentia). Second, you may appeal the decision of a board hearing. Informal hearing outcomes result from a mutual agreement and may not be appealed.

Yes. Reports of misconduct do become part of your conduct record at the college. Violations stay on your record while you are at the college, and remain there for three years after graduation. The only exceptions is College Expulsion which is permanent, and results in a notation being added to the student’s transcript by the college Registrar. Please note some colleges may request your records when transferring, and some employers may request your records as part of an employment background check. In these instances, you typically sign a waiver for records to be released by the college.

Student conduct records are maintained in accordance with Terra State Community College's records retention schedule and applicable federal and state laws. In general, conduct records are retained for three (3) years after a student has completed all requirements for graduation. The length of time a record is retained may vary depending on the nature of the case, applicable record retention requirements, or legal obligations. Conduct records are maintained as confidential education records and are disclosed only as permitted or required by the Family Educational Rights and Privacy Act (FERPA) or other applicable law.

A pending or resolved student conduct case may affect the college transfer or employment process depending on the policies of the institution or employer to which you are applying. Some employers, colleges, and universities ask applicants to disclose disciplinary history or require a conduct clearance as part of the admissions or employment process.

If another institution or employer requests a conduct clearance from Terra State Community College as part of the transfer or employment process, you must first sign a FERPA authorization permitting the College to release relevant information regarding your student conduct history. In many cases, this authorization is included as part of the transfer institution's or employer's conduct clearance form submitted to Terra State for completion. Requests for conduct clearances should be submitted to the Dean of Student Success.

Hazing is defined by the State of Ohio in the Ohio Revised Code 2903.31 as: “any act or coercing another, including the victim, to do any act of initiation into any student or other organization or any act to continue or reinstate membership in or affiliation with any student or other organization that causes or creates a substantial risk of causing mental or physical harm to any person, including coercing another to consume alcohol or a drug of abuse, as defined in section 3719.011 of the Revised Code.”
